Supported Housing Assistance for Homeswest Tenants

The Supported Housing Assistance Program (SHAP) was first introduced in 1992 and works to assist tenants at risk.  In 2002, as part of the State Homelessness Strategy funding for the SHAP program was doubled and services have been extended to a number of country areas previously not serviced by the program.

SHAP is an early intervention strategy that effectively saves many tenancies from the prospect of eviction. Participation in the program is with consent and sometimes does become a condition of the tenancy where there has been a prior poor tenancy history including debts, property standards and anti-social behaviour.

The program breaks down many barriers and clients are often referred to other agencies for assistance with other underlying issues where relevant - not just tenancy matters that also impact on their housing.

SHAP is holistic and works on a wide range of issues which impinge on the ability of the person to maintain housing such as housekeeping skills, budgeting, domestic violence, child abuse, drug and alcohol problems and mental illness. It also assists people with low skills but who do not necessarily fit into mainstream mental health or disability services programs.

SHAP is provided via the funding of non-Government agencies. The agencies employ staff who are very skilled and have the ability to engage with people with multiple problems. SHAP operates in the metropolitan and rural area with country programs locally based and operated.  Workers are part of the local community and therefore, have a good understanding of local issues. Aboriginal staff are employed in some areas and the program is seen as culturally appropriate.
