The Supported Accommodation Assistance Program State Advisory Committee (SAAP SAC) advises the Minister for Community Development on matters relating to homelessness and the Supported Accommodation Assistance Program.
The committee is appointed by the Minister for Community Development.
The terms of reference of the committee are to:
- provide advice to the Minister on matters pertaining to SAAP
- advise on emerging issues as identified by the Minister
- advise on issues of homelessness as they relate to SAAP
- contribute to program development and policy in SAAP
- contribute to the implementation and evaluation of the fourth SAAP Agreement

This quarterly newsletter provides information for SAAP services on current issues and trends in SAAP and keeps SAAP services informed of the activities of SAAP SAC.

SAAP SAC Research Project
SAAP SAC's Mental Health and Alcohol and Other Drugs Working Party initiated a research project to examine the way mental health, alcohol and other drugs interact and impact on SAAP and its capacity to meet its objectives and the needs of its target population(s).
In April 2004, the Working Party engaged consulting firm, Jill Cameron and Associates, to examine exclusion criteria in SAAP and to provide recommendations for a better response to clients with mental health, alcohol and other drugs issues. Part of the research project saw the consulting firm undertake a number of face to face and telephone interviews with a representative sample of SAAP services across Western Australia.
The final report, Report on Exclusion Practice in SAAP: Identification of the Mental Health, Alcohol and Other Drugs Issues Impacting on Current Practice in SAAP Services (PDF, 249kb) was forwarded to the Working Party in August 2004.
A copy of the Exclusion Practice in SAAP report has been forwarded to the Minister for Community Development for consideration.
SAAP SAC Recommendations
SAAP SAC's Mental Health and Alcohol and Other Drugs Working Party has prepared 13 specific recommendations to address a number of issues for SAAP services, as identified from the Exclusion Practice in SAAP report. These recommendations are headed under three key areas:
Staffing and types of Service Delivery
Community Mental Health Services and Training
Housing and Tenancy Support
As part of the deliberations, feedback was sought from the Department for Community Development, the Department of Health (Office of Mental Health) and the Department of Housing and Works (Community Housing Unit). SAAP SAC will now progress the implementation of the recommendations as part of its revised workplan.
