Request for Proposal

A Request For Proposal (RFP) is used where a range of possible service responses is invited and there is a service agreement to be awarded.

The RFP process covers the following steps:

  • advertisement of the service required
  • briefing session for interested parties
  • address the selection criteria by respondents before the advertised closing date
  • shortlisting of respondent's written proposals by an evaluation panel
  • interview of shortlisted respondents by an evaluation panel
  • announcement of the selected respondent and proposal
  • signed agreement

How much

The amount funded is unique for each service and dependent upon the design specifications of the service.

Who can apply

In order to be eligible to receive funding under a Department for Child Protection Service Agreement, organisations must meet the following eligibility criteria:

  • Incorporated Not For Profit, Local Government Authority or Religious/Charitable Organisation
  • Provide relevant information to demonstrate the organisation's secure financial base
  • Undertake a financial viability assessment with reference to the performance of the required service.  The cost of this assessment will be borne by the Department.
  • Possess an Australian Business Number, or confirm that it is in the process of obtaining an Australian Business Number.

How to apply

  1. Monitor the Government Tenders section of "The West Australian" and local newspapers or Government Electronic Marketplace (GEM). 
  2. Obtain the information package.
  3. Attend the briefing session regarding the service.
  4. Respond to the selection criteria for the service.
  5. Fax, post or submit by hand your completed proposal by the closing date and time.

How RFPs are evaluated

All Requests For Proposal issued by the Department are evaluated according to a set of selection criteria which are advised at the time of advertising.  These selection criteria are dependent upon the specific service being offered but generally cover three distinct areas.  They are:

  1. Eligibility criteria
  2. Qualitative criteria
  3. Other considerations
